We have an exciting, NEW opportunity for a Program Manager - Technical to join Team AUSGAR's smart, innovative technical team members.

Program Manager - Technical - 20-030

Purpose:

This position will be responsible for supporting and managing technology programs within the DoD environment on high profile programs in San Diego, CA. This individual will be supporting two or more programs/projects and staff at multiple geographic sites.

Job Description:

Programs include:

  • ADNS (Automated Digital Network Systems) working with the Airborne Community to increase the performance and security of the communication platforms which will involve all aspects including Networks, Voice, Video, Data, WAN and more.
  • The Advanced Network Tactical System (ANTS) is an Unmanned Carrier Aviation (UCA) subsystem that is compatible with the NAVY's Automated Digital Network System (ADNS) INC III Ship and Shore infrastructure.
  • Andrea Cloud is a NIWC PAC solution to provide hosting services for new projects to rapidly deploy Virtual Machines (VMs) on a JWICS DevOps "island" environment to stage proof-of-concept systems and development environments.

Total Years of Related Experience for Position:  7+ years

Job Responsibilities: The Program Manager must be able to create and maintain a collaborative work environment; set goals; give clear direction to the team and provide decisive and constructive feedback; empower individuals to take ownership for their assignments; identify and capture funded program growth; and demonstrate and insist on ethical and professional behavior in accordance with company values.

  • Under limited supervision and direction, oversee all phases of the project management life cycle for large, complex projects
  • Ensure cross-project work is properly allocated, staffed and monitored allowing for successful execution that delivers value to the client(s) and corporation
  • Ensure application of Project Management Institute (PMI) and Software Development Life Cycle (SDLC) standards in managing of projects
  • Regularly exercise discretionary and substantial decision-making authority
  • Assume responsibility for overall management, governance, direction and execution of assigned projects
  • Must have the ability to multi-task in a dynamic environment to ensure tasks, milestones and deliverables are successfully met
  • Focus on execution monitoring, control, team integration and change management
  • Identify deviations from financial and execution plan and implement corrective actions as required to ensure project success
  • Recommend enhancements to quality control objectives across programmatic execution, planning and reporting phases
  • Create and present project status reports to senior management that reflect contract, financial, resource and execution status as well as risks, mitigations and opportunities for improvement and business growth
  • Understand organizational strategy, adjusting to shifts in the strategy as needed
  • Ensure adherence to related company policies, processes and procedures
  • Establish metrics and monitors progress to assure contract compliance, customer satisfaction and attainment of company commitments and objectives and reports progress to appropriate levels of management
  • Actively participate in growth of the business by identifying and developing approaches to new business opportunities with new and/or current customers and captures new opportunities
  • Participate and support bid and proposal efforts
  • Maximize profitability through client consulting and collaboratively working with a team
  • Manage financial operations (accounting, budgeting, control, risk and reporting)
  • Partner with the contracts department and program control

  • Active DoD Secret Clearance is required
    • Ability to obtain a Top Secret/SCI security clearance.
  • Bachelor's Degree or equivalent experience   
  • Minimum of seven (7) years' experience is required
  • At least five (5) years of project/program management with Technical Program experience on programs/projects supporting the Department of Defense
  • Exceptional interpersonal, leadership and decision-making skills
  • Excellent analytical, project management, and organizational skills with a keen attention to detail
  • Strong written and verbal communication skills in order to successfully lead and/or collaborate with internal and external customers
  • Understanding of business challenges and opportunities driven by technology and regulations unique to the Defense industry highly desired

 Desired/Preferred Job Qualifications:

  • Navy, NAVWAR, NIWC PAC or related industry experience is highly desired
  • Defense industry experience is preferred
  • DAWIA Level II Cert in Program Management or Project Management Institute (PMI) Project Management Professional (PMP) or equivalent courses from DAU level I and II DAWIA Program Management Certification is a plus
  • Highly prefer experience with network engineering, cloud development/security or Sec DevOps in either a "hands on" capacity or overseeing an implementation project/knowledge of the technology and hardware
  • Contract management training or equivalent years of relevant experience

An essential qualification for this position is successfully obtaining a Secret security clearance issued by the Federal Government, which may require successful completion of a background check.
